Hey! Tried the forms with no avail. any help would be greatly appreciated!

This IMEI has been applying by another one. You can apply cer. for this IMEI when the cer of this IMEI is complete and and it can be used immediately. Normally it can be done in 48 hours. - somebody else has already requested your certificate on OPDA. I will be able to get it after 48 hours, if u will still need it.

Tried downloading the certificate i applied for from the OPDA website but it doesn't download as a Certificate File sad

Please help me out or apply for it your way, here's my phone details again....
