I tried using the cert generator but it didn't work after 24 hrs.

This IMEI has been applying by another one. You can apply cer. for this IMEI when the cer of this IMEI is complete and and it can be used immediately. Normally it can be done in 48 hours. - THIS IS WHAT OPDA SAYS TO ME. So, ill try to request after 48 hours once again, if you will still need it!!!
